Does my condo association have to send an invoice for assessments?

Q. I just got a notice from my condo association's attorney saying that I didn't pay my HOA payments. I purchased the condo one year ago. My contact person for the management group said that they would send out a invoice for my monthly HOA fees.

When I called the management company he is no longer with the company. I have never received an invoice or late charge notice from management. What are your thoughts on this situation? I have no problem paying for the unpaid HOA fees, but don't want to pay the late charges or the attorney fees.
